Delta and Planning Setting - Only Read Changed Data

Hi Team,

In the BW 7.3 ABAP Planning Workbench there is an option to "Read Changed Data Only" within central settings, has anyone used this successfully to execute delta-enabled planning functions?  We've implemented the standard How-to document to enable delta via a characteristic relationship flag, but this setting does not seem to affect our planning functions.

On the same topic, is it possible to process only changed records WITHOUT flagging records with a CR and repost?  I've read about reading the delta or plan buffers, or perhaps this setting.  Has anyone implemented successfuly?
